LOL - a thirty-day permit is good for one year, but allows a
sub to serve as a substitute for no more than 30 days a year
    for any one teacher.
Regarding the original question, it depends on the district. We
hire subs with 30-day permits all the time. Many areas have a
shortage of subs. Also, we use an automated system which
doesn't distinguish between subs with a 30-day permit versus
subs with a full credential. Once you're in the system, you're
    in the system.
The exception is that when a teacher discovers that a sub is
credentialed in their subject area (or simply good at teaching
it), they will often request that sub specifically.
